ASL releases 2026 NSW Consumer Trustee Investment Priorities and opens consultation on Hybrid Generation LTESA

Together, these initiatives provide the market with clear guidance on priority investment areas and invite industry input on new product design to better support emerging solar‑hybrid projects in future NSW Electricity Infrastructure Roadmap tenders.

Clear investment signals for the market

The Investment Priorities sets out a strong focus on high‑value generation, firming and long‑duration storage projects that can bid for an LTESA in a way that provides value to consumers and ensures projects are commercially viable and deliverable.

Published to guide participation in NSW Roadmap tenders, the Investment Priorities reinforce ASL’s commitment to using LTESAs to accelerate project delivery and support high-quality projects – including those facing challenges such as near-term curtailment, generator-specific network upgrades, or challenging connection costs.

This work builds upon ASL’s Infrastructure Investment Objectives Report (IIO Report) – the central planning document for the NSW Electricity Infrastructure Roadmap. The latest IIO Report was published in August 2025 and sets out a development pathway for the next 20 years, and a rolling tender plan for the next decade.

Consultation on Hybrid Generation LTESA

In parallel, ASL has launched a consultation on the design of a Hybrid Generation LTESA intended to better support solar‑hybrid projects in future NSW Roadmap tenders.

With hybrid projects gaining prominence in recent years, ASL is committed to adapting its products to reflect evolving market needs. The Hybrid Generation LTESA is intended to complement the existing Generation LTESA and provide targeted support for hybrid facilities.

The consultation seeks feedback on two potential design approaches and will inform the final product ahead of the scheduled relaunch of Generation LTESA tender in Q2 2026, targeting 2.5 GW. All stakeholders are invited to provide feedback. The consultation paper is now available on ASL’s website with consultation closing on 16 February 2026.
