Energy Safe Victoria launches 2025–28 strategy as energy transition presents new safety challenges

The strategy provides a fresh, forward-thinking regulatory approach in the face of rapid renewable energy growth, climate change pressures and rising community expectations.

It sets out a clear roadmap for Energy Safe over the next 3 years by identifying the greatest risks across the energy value chain, establishing long-term goals and strategic priorities for keeping Victorians energy safe.

By 2028, Energy Safe aims to:

  • ensure all energy generators know their safety obligations and actively manage risk
  • ensure network duty holders are planning and responding to externalities, including climate change, so they have safer and more resilient networks
  • support a growing and skilled workforce of licensed workers through professional development and easy to use systems
  • ensure electrical and gas equipment and appliances are safe by design and for use
  • improve community awareness and behaviours around key energy safety issues
  • act as a trusted and influential voice to government and other regulators on energy safety issues, supporting economic growth and the energy transition.

Energy Safe CEO Leanne Hughson said the strategy helps ensure the regulator remains focused on areas that matter most.

“Victoria’s energy system is changing rapidly. From renewables to climate risks, the safety challenges are more complex than ever,” said Ms Hughson.

“This strategy provides a clear roadmap for our work, particularly as the state transitions to renewable energy, and reinforces our commitment to addressing the greatest risks to people, property and the environment to ensure Victorians can have confidence in safe energy.”
