Public consultation opens on the Climate Change Authority’s review of carbon credits act

The Climate Change Authority (the Authority) is undertaking public consultation on a broad range of topics, including their legislative review of the Carbon Credits (Carbon Farming Initiative) Act 2011 (CFI Act).

This year, the Authority will conduct its fourth review of the CFI Act. The report of the review is due to the Minister for Climate Change and Energy by 31 December 2023.

The Authority’s review of the CFI Act will consider whether the Australian Carbon Credit Unit Scheme (ACCU Scheme) is fit for purpose in the Paris Agreement era. It will also consider the role of the Australian Government in a maturing carbon market and build on the recent Independent Review of ACCUs. This includes consideration of the merit of a buffer to provide further assurance of additionality and conservativeness.

The Authority is interested in hearing your views on:

  • the strengths and weaknesses of the CFI Act and ACCU Scheme
  • any concerns about ACCU integrity that remain, following the adoption of the recommendations of the Independent Review of ACCUs
  • how the CFI Act and ACCU Scheme could be improved in the context of the Paris Agreement era
  • how a potential new buffer could be applied for further assurance of additionality and conservativeness.

The Authority also welcomes broader commentary, information, research, data, evidence and submissions made to other consultation processes, including the recent Independent Review of ACCUs.
