The request follows a recommendation by the AEMC in its final report into the issues arising from the September 28, 2016, South Australian black system event.
The AEMC’s draft rule, released for consultation on Thursday, seeks to build on the existing power system frequency risk review conducted by the Australian Energy Market Operator (AEMO) by expanding it to become a general power system risk review (GPSRR).
The AEMC is of the view that the need for a comprehensive risk review is now greater than ever, given the changing generation mix that impacts the power system risk and resilience profile.
The AEMC has fast-tracked the rule change request as there was extensive consultation on the recommendation and reason behind it during the review of the South Australian black system event.
The Commission has determined to make a more preferable draft rule that varies from the proposed rule.
The draft proposes to:
- retain the current framework whereby AEMO must consider events the occurrence of which AEMO expects, alone or in combination, would be likely to involve uncontrolled increases or decreases in frequency leading to cascading outages, or major supply disruptions and
- consistent with the proposed rule, introduce a new requirement for AEMO to consider events and conditions for other risks that AEMO considers could lead to cascading outages and major supply disruptions.
Submissions to the draft determination are due by March 18, 2021.
